About Eagle Park - Developer's Story

Eagle Park was born from shared visions – of the City of Belmont, of Harding Stowe, and of Tom Graham.
The City of Belmont was the first municipality in the United States to enact a Traditional Neighborhood Development (TND) zoning ordinance. A traditional neighborhood such as Eagle Park – even though cherished by residents and a boon to municipality tax coffers due to high property values and low service costs – is virtually impossible to develop in most of the U.S. because of antiquated zoning laws.
Tom Graham, Graham Development, Inc, President, with sons Vince and Geoffrey, developed I’On Village traditional neighborhood in Mount Pleasant, SC, and with Jim Strickland of Historical Concepts developed North Cove traditional neighborhood in Peachtree City, GA. Tom has developed residential neighborhoods in the Atlanta area since 1975. After experiencing the traditional neighborhood living within I’On, Graham determined to devote his career to creating the highest quality human habitats possible – which are at their core, traditional neighborhoods in form and structure.
Harding Stowe, President of R.L. Stowe Mills, had the task of disposing of their company’s abandoned Eagle Mill land in Belmont. At Graham’s invitation, Harding toured I’On Village. On the drive back to Belmont, Harding told his brother Robert that he’d seen the future for their Eagle Mill land. R.L. Stowe Mills then sold the land to Graham for the Eagle Park development.
A number of talented design and development professionals shaped these shared visions into the evolving Eagle Park neighborhood: Ron Morgan, Urban Ventures, introduced Harding Stowe to Tom Graham and initially rezoned the Eagle Park Land to “TND” classification. Bill Tunnell, Tunnell-Spangler-Walsh, Land Planners and Architects from Atlanta led conceptual design development. Urban Design Associates from Pittsburg, PA developed the Eagle Park Pattern Book. Charlotte’s Cole Jenest Stone prepared landscape plans for the community parks and public spaces. Mark Turner, Manager, Eagle Park Development, LLC, directed physical construction of the infrastructure as well as parks, playgrounds, and the public realm that enable a community of residents to evolve.
